Look for places where people are already sitting, say steps or ledges for example. Position benches next to other amenities such as trash receptacles, shelters, playground, etc. High visibility areas will also deter vandals from damaging the benches or spraying graffiti on them.
Poor locations are obviously those that are hidden or where activity is limited. Be sure the outdoor benches are also not placed in the way of pedestrians.
Another suggestion is to place benches where it might be easier for a group to talk, but not place them directly across from each other. This makes some people feel uncomfortable. A better option is to place the benches at angles, perhaps 90 degrees or more, so there isn't direct eye contact at all times.
And finally, definitely look for locations where people have an option to sit in the shade and the sun if they prefer. See if this spot is also a place where winds tend to come through which might also create an unpleasant experience.
For the handicapped, make sure it is easy for a person to move a wheelchair either to the side or the front of the bench.
